WITH reference to your letter of the 2nd ultimo, on the subject of the attempts made by the local authorities in China to impose additional taxation on foreign opium, I am directed by the Secretary of State for India in Council to forward, for the information of the Marquess of Lansdowne, a copy of the telegrams, from which it will be seen that the Government of India now agree to the British Minister at Pekin being given discretion, in case of emergency, to threaten the abrogation of the additional Article of the Chefoo Convention.
This decision has been arrived at by the Indian Government, after considering the observations contained in your letter of the 2nd ultimo, and its inclosures, and is accepted by Mr. Secretary Brodrick.
I am to request that this Office may be furnished with a copy of any instructions on the subject which Lord Lansdowne may decide to send to Sir E. Satow.

PLEASE see Revenue Secretary's letters of the 23rd ultimo and of the 5th instant, with accompanying correspondence, relating to taxation of opium in China, and telegraph whether you wish to raise objection to the course which the Foreign Office recommends, namely, that discretion should be given to Sir E. Satow to employ the threat of abrogating the additional Article if an emergency demands it.
From the Foreign Office letter of the 2nd instant you will see that the conditions of the case appear to comply with the three provisos of your telegram of the 19th December, 1903.
